Business Development Manager – Federal Contracts

Overview:
1FORCE is seeking a self-motivated, independent Business Development Manager to help drive our federal growth strategy. This individual must be comfortable working independently while collaborating across the organization. The primary focus of this role will be to build strategic relationships with existing prime contractors, expand our past performance, and identify smaller federal prime opportunities that align with our core capabilities.
We are a HUBZone-certified small business with over 15 years of experience supporting national security missions across cybersecurity, digital transformation, and investigations. If you’re passionate about building meaningful partnerships and navigating the federal landscape, this role offers the chance to make an immediate impact with significant upside and growth within the organization.
Key Responsibilities:
- Build and maintain relationships with prime contractors to secure subcontracting opportunities
- Identify and evaluate federal RFPs where 1FORCE can prime (especially smaller or niche opportunities)
- Represent 1FORCE in industry meetings, briefings, and capability calls
- Conduct outreach to federal agencies and small business offices
- Track market activity and maintain a pipeline of teaming and prime targets
- Support proposal teams with capability statements, past performance, and teaming agreements
What We’re Looking For:
- 5+ years of federal BD experience, preferably with a small business (8(a), HUBZone, or similar)
- Proven ability to develop partnerships and secure teaming opportunities
- Experience identifying and responding to RFPs as both sub and prime
- Background in cybersecurity, engineering or IT services
- Strong understanding of the federal procurement process and government buyers
- Excellent communication and organization skills
- Familiarity with tools like SAM.gov, GovWin, and CRM platforms (Salesforce a plus)
